Should I worry that Katrine has not yet started teething??

I find it really difficult to know how much clothes she should wear, now that weather has become nice, she has caught a bad cold and coughs, this is only natural since she started in the daycare 5 weeks ago. Yesterday when I picked her up she did not wear a jersey nor a hat, despite the fact that it was cold and windy???

She only has a baby balaclava, and I need to buy her another hat or similar, but I am not sure. You have recommended to others that it is no longer necessary to wear a hat while sleeping outside in the pram, so I need your advice.
